Unlike Uber and Lyft, Arro does not set its own prices. Fares are determined by the standard taximeter rates regulated by the NYC Taxi & Limousine Commission: a $2.50 initial charge, plus $0.50 for every 1/5 mile, plus $0.50 for every 60 seconds of idle or slow-traffic time. Additional surcharges apply during rush hour (weekdays 4-8 PM, $2.50), overnight (8 PM-6 AM, $1.00), and a New York State congestion surcharge for trips that enter or begin in Manhattan south of 96th Street. The critical difference is that there is never surge pricing — the meter rate is fixed by law, no matter how high demand gets.
Arro's core market is New York City, where it connects riders with yellow cabs across Manhattan and green borough taxis in Brooklyn, Queens, the Bronx, and Staten Island. Green taxis can pick up street hails in the outer boroughs and above East 96th Street / West 110th Street in Manhattan. Arro is expanding into other US cities, but NYC remains by far the largest and most active market.
Arro offers a single, straightforward service tier: a licensed taxi ride at the regulated meter rate. There are no premium or economy sub-categories. However, NYC's fleet includes standard sedans, minivans, and wheelchair-accessible vehicles (WAVs). You can request an accessible vehicle through the app when booking. All taxis accept both cash and card payment, and Arro supports full in-app payment including tip.
